R. Saito was a famous hairdresser in Japan in the 50’s/60’s. He was the founder
of a hairdressing school with many campuses for hairdressers and barbers.
Since his name was synonymous with the Japanese fashion world, his designs
were highly prized as was his name. He designed razors which were built by big companies with his name upon them, razors such as this were made by Kikuboshi, Diamond Hayashi, and other makers. It is said that the Ribbon/ Rosette 40 and 80 were designed by Saito for students of Japanese barber/hairdressing schools, made
by Diamond Hayashi, and held a monopoly for this purpose (see below).
It was designed to be the easiest razor to use.”

R. Saito is in fact  = Ryūichi Saitō  
斎藤隆一氏
 ⇒ 氏 = -shi = Mr., 隆一 = Ryūichi, 斎藤 = Saitō

In Japan a study and improvement of “Barber Technical studies” was needed

In 1950 Ryuichi Saito established this by developing an association/school
under the name 「斎藤会」”Saitō-kai” = Saitō association/club
(Maybe this is the meaning of SK式 ⇒ “Saitō-kai” style,
式 meaning “Shiki” = style, or maybe “SK” is just short for “Shiki” )

This idea had spread throughout Japan and many schools were formed,
together with a head office established in every region of the country

In 1961 a new association was formed, 「日本理容技学建設会」,
“Nihon riyō-waza-gaku kensetsu-kai”or
“Japan Barber Technical Studies Construction Association”,
for short「日技会」, “Ni~Tsu-waza-kai” or “Japan Technical Association”

There is a bronze statue of Mr. Saito at the schoolhouse entrance (see picture)

R. Saito, often together with KRG, can be found on different razors,
KRG is found on its own on razors, or in combination with other names
(Kikuboshi, Hayashi Diamond,different brand names of Ribbon Co.,…)
It is, for now, not clear what KRG means, maybe it was a steel
manufacturer, razor factory, or even a barber/hairdresser school,
for example “髪結い, 理容, 学校” = “kamiyui, riyō, gakkō” =
“Hairdresser/barber school” (= absolutely not sure!):

Regarding the previous quote about the Ribbon/ Rosette 40 and 80 that were

by Diamond Hayashi, there is actually a bit of proof of the link between R. Saito,

My best bet at the moment is that “Manaslu” was a brand of razors, made by
“Y.Akamatsu-Razor Works”, and distributed/sold by “Nichiri Co. LTD.”,
Maybe “Y.Akamatsu-Razor Works” was a part of “Nichiri Co.” …

(Riyōkaken – barbering/hairdressing research department/faculty/school)
is still unclear at the moment…
Maybe “Y.Akamatsu-Razor Works” produced razors for the school…


Gloria
It is said that “Gloria” was a brand name of “Ribbon Co.”
For the moment though, it is a bit difficult to find actual proof…
The only thing I could found, for now, is a “strange” combination of
a “Super G.” razor with “Gloria” scales, which where sold as NOS…
